Board of Education

The Board of Education is made up of seven unsalaried district residents elected to serve a three or five-year term. The board's powers and duties are derived from the New York State Constitution, the laws of New York State and the rulings of the New York State Commissioner of Education. The Board of Education's main areas of responsibility are:

 

• Establish district policies.

• Develop an annual budget for public approval.

• Vote on the Superintendent's recommendations on personnel matters and contracts.

• Review courses of study and textbooks.

• Act as a communication link between residents and their school.

 

No person or group of persons acts in the name of the board. All motions require a majority vote before the Board can act. A board member is in an official capacity only during an official Board meeting. The Board employs a Superintendent who is responsible for the day- to-day operation of the district and administration of Board policies. The Superintendent develops policies, programs and plans for Board action.

 

 

South Jefferson Board Members

 

Mr. Todd Dack, President

Todd  is  a  graduate  of  the  Belleville  Central  School  District,  Canton  ATC,  and  the Rochester   Institute   of  Technology.    Todd  is  an  active  member   of  the  community serving  as a member  of the PTO, the Spartan  Booster  Club, the Adams  Council  of the Knights   of   Columbus   at  St.   Cecilia’s Church and President of the Mannsville Maplewood Cemetery Board.  He and his wife Jill reside in Mannsville.  Mr. Dack holds a five-year term of office from July 1, 2013, through June 30, 2018.

 

 

Mrs. Pamela Thomas, Vice President

Pamela E. B. Thomas is a life-long resident and graduate of the South Jefferson School district.   She received a Bachelor’s degree in Industrial and Labor Relations and Business Economics from the State University of New York at Potsdam and a Master’s Degree in Education from the State University of New York at Oswego.  She is seeking re-election to a third term on the South Jefferson Board of Education where she is currently the Vice President.

 

During her first term, Pam completed several trainings for School Board members.  She completed the Fiscal Management series, which is required of all newly elected board members as well as an eight course series through the New York State School Boards Association (NYSSBA) on School Board Leadership.  Pam has attended several trainings to increase her knowledge of issues facing schools, communities, and students.  As a result of her training, Pam has been awarded the Master of School Boardsmanship as well as the School Board Achievement Award by NYSSBA.

 

Pam is a member of the Adams United Methodist Church.  She is also an instructor in Basic Life Support for the American Heart Association, the Secretary for Boy Scout Troop 586, and a member of the Jefferson-Lewis Association for Counseling and Development.  She is also a past leader with the Girl Scouts of NY Penn Pathways.

 

Pam is currently employed by Jefferson-Lewis BOCES as a Work-Based Learning Coordinator; and is also the advisor to the National Technical Honor Society.  Pam lives in Adams with her husband Brian and their three school-aged children.  Mrs. Thomas holds a five-year term of office from July 1, 2015, through June 30, 2020.

 

 

Mr. Kenneth M. Bibbins

Ken is a NYS Licensed Civil Engineer, working for NYSDOT and currently oversees several local highway projects within the region.   He graduated from SJCS in 1987 and Clarkson University in 1991.   Currently he is the President of Section 7 of the NYS Association of Transportation Engineers and also sits on the Board of Directors of the State Civil Service Employees Federal Credit Union.  Ken, his wife Barbara, and his family live in Adams.  Mr. Bibbins holds a five-year term of office from July 1, 2012, through June 30, 2017.

 

 

Mrs. Kelly A. Davis

Kelly is a graduate of Jefferson Community College and State University of New York at

Oswego with degrees in Business Administration from both.  She has been an employee of

Jefferson County for 18 years.  She was hired as a Budget Analyst and has currently been the County Auditor for the last 15 years.  She serves on the Wilson Elementary Steering Committee (WESC) and is a member of Holy Family Church in Watertown.  She also serves as  a  member  of  the Education  Committee  of  the  Central  Regional  chapter  of  the  NYS Government  Finance  Officers  Association  (NYSGFOA).   She resides in the Town of Watertown with her husband, Ed, and their two children.  Mrs. Davis holds a five-year term of office from July 1, 2016, through June 30, 2021.

 

 

Mrs. Erin Gardner

Erin Gardner is a 1997 graduate of South Jefferson Central School.  Erin enjoyed her time spent at South Jeff both as a student athlete as well as a student involved in extracurricular activities.    Erin is married to Matthew Gardner.  Erin and Matt have two children,   Max and Mollie. The family resides in the village of Adams.   Erin is employed with the City of Watertown as the Superintendent of Parks and Recreation.    Erin received her Masters of Arts in Education from University of Phoenix and her Bachelors of Science in Therapeutic   Recreation   from Utica College of Syracuse University.    She enjoys playing soccer, basketball,   spending time with family and friends, and traveling.  Mrs. Gardner holds a five-year term of office from July 1, 2014, through June 30, 2019.

 

 

Mr. James S. Juczak

Jim lives with his wife Krista and daughter Elisabeth in their off-grid home on Fuller Road in Adams Center.  They have lived there since 2001.  Jim was a teacher with the South Jefferson Central School district for 21 years.   He primarily taught Technology classes in both the middle and high school.  Prior jobs included teaching at the Jeff-Lewis BOCES and at Mexico Academy and Central School.   Currently, he is an adjunct professor at JCC, teaching classes in the Energy Department. 

 

In addition to teaching, Mr. Juczak runs Woodhenge Self Reliance Campus and does renewable energy consulting, sustainable technology lecturing and organic farming.  His first book; “The High Art and Subtle Science of Scrounging" has been in print since 2009.   Most recently, he worked as a civilian contractor with the US Army's 3rd Brigade Combat Team in the Kandahar Region of Afghanistan.    Mr. Juczak holds a five-year term of office from July 1, 2015, through June 30, 2020.

 

 

Mrs. Brenda Shelmidine

Brenda resides in Lorraine with her husband Warren and their son and daughter. Brenda is a graduate of Copenhagen Central School and Jefferson Community College. She has been employed by the Copenhagen Central School District for twenty-six years as a secretary in special education and the last nine years as the Chairperson to the Committee on Preschool Special Education. Brenda is involved with the Lorraine United Methodist Church where she currently teaches Sunday School, is the Treasurer, and is a Lay Speaker.   Mrs. Shelmidine holds a five-year term of office from July 1, 2012, through June 30, 2017.
